Chile and Experiencia E celebrate that this week the new Framework Law on Climate Change began to operate.
The main objective of this regulation is for the country to be carbon neutral and climate resilient by 2050 at the latest. What does this mean? That the municipalities, regional governments and 17 ministries must take concrete actions to face climate change.
“This norm coordinates and organizes the action of the State under the goal of carbon neutrality and climate resilience. This implies that the ecological approach is integrated into the decisions of all the ministries”, explained the Minister of the Environment, Maisa Rojas.
Thus, the fight against climate change is now a State policy and no longer depends on the political will of the governments in power. Now there are faculties, responsibilities and obligations that make it possible to fulfill the commitments to achieve the goals established by the country”, he added.
How will it work?
The law establishes that the policies, plans, programs, norms, actions, and instruments that are dictated in the matter of climate change must be based on the following principles: Scientific, cost-effectiveness, ecosystem approach, equity and climate justice, non-regression, participation citizen, precautionary, preventive, progressiveness, territoriality, climate urgency, transparency, transversality, coherence and flexibility.
The objective of the country being carbon neutral by 2050 at the latest will be reviewed every five years to determine if the goal can be brought forward and will mean deepening the decarbonization process and stopping burning fossil fuels in all our activities so that gas emissions greenhouse gases (GHG) -responsible for climate change- are equal to or less than the absorption of said gases by nature.
In addition, it is proposed that the country be climate resilient, that is, that we are capable of adapting to the effects of climate change in the territories.
